What you can expect from us, and what we need from you.

A private consultancy, not a government office

This website belongs to Muzammal Hassan Project Management Services, trading as MH Consultants, licensed by the Dubai Department of Economy and Tourism and based at Office No 103 - 206 Salah Al Din Street, Al Khabaisi, Deira, Dubai.

We are a private company. We are not a government department and we are not affiliated with or endorsed by one. We act as your agent, preparing and submitting applications on your behalf to the relevant authority for a service fee. Every service we offer can also be applied for directly by you, with the authority concerned.

Two separate things on every invoice

Government fees are set by the authority, not by us. They change without notice, we pass them on exactly as charged, and they are payable to that authority whether you come through us or go direct.

Our service fee is what you pay us for doing the work. It is quoted separately and in writing before anything starts. We do not begin work, and you owe us nothing, until you have that quotation and have accepted it.

If a government fee changes between the quotation and the submission, the difference is payable by you. We will tell you before we pay it, not after.

And what we cannot

We promise to prepare your file correctly, to tell you before we start if we think it will not succeed, to submit it promptly, and to keep you informed while it is with the authority.

We cannot promise an outcome. Approvals, rejections, inspections and requests for further documents are decisions of the authority alone. No consultant in Dubai can guarantee them, and anyone who does is selling you something they do not control.

The timings we give are honest estimates based on how long the same work usually takes. Government systems go down, counters close and files get queried. Where that happens we tell you the same day.

Your side of it

Documents that are genuine, current and complete, and information that is accurate. An application built on a wrong detail fails late and costs more to fix than to do properly first.

We will not submit a document we believe to be falsified or altered, and we will stop work on a file if we find one. That is not negotiable and no fee refund arises from it.

Liability, cancellation and law

Our responsibility is limited to the service fee you paid us for the work concerned. We are not liable for government fees already paid to an authority, for fines arising from documents or deadlines outside our instructions, or for business losses.

Either side may stop a file at any time. What happens to money already paid is set out on our refunds page.
